THE PARTY Librarian of Congress James H. Billington hosted District book buffs at the kickoff gala for the National Book Festival. THE PEOPLE Literacy lovers included The Washington Post’s Stephen Hills and Marcus Brauchli, Target’s Director of Education and Community Relations Reba Dominski, and former Sen. Chris Dodd.
